Historic TX TDSP Per kWh Charges by Utility (as of Nov. 1, 2025)
This dataset reports historic Texas transmission and distribution service provider (TDSP) delivery charges, measured as per–kilowatt-hour fees for Oncor, CenterPoint, AEP Texas Central, AEP Texas North, and Texas New Mexico Power (TNMP). Charges are reported at the TDSP level and presented by effective date from 2017 through 2025, providing a historical view of how regulated delivery fees have changed over time. All values are expressed in dollars per kilowatt-hour ($/kWh) and represent distribution charges applied to electricity consumption.

How to Read This Chart
This line chart shows historical Transmission and Distribution Service Provider (TDSP) charges in Texas, measured in dollars per kilowatt-hour ($/kWh), by utility service territory. Each line represents a different TDSP — AEP Texas Central, AEP Texas North, CenterPoint, Oncor, and Texas New Mexico Power (TNMP) — allowing direct comparison of delivery charges over time. The horizontal axis shows the year, while the vertical axis shows the per-kWh delivery charge. Changes in each line reflect updates to regulated transmission and distribution rates approved through utility rate cases.
Why This Matters
TDSP charges make up a significant, non-competitive portion of customer electricity bills in Texas and apply regardless of which retail electric provider a customer chooses. Differences across utilities reflect variations in infrastructure investment, service territory size, storm hardening, and regulatory outcomes. Tracking TDSP charges over time helps consumers, regulators, and market participants understand structural cost pressures on retail electricity prices that are separate from energy market volatility. For policymakers and analysts, this data provides critical context for evaluating affordability, infrastructure investment needs, and long-term trends in the cost of delivering electricity across Texas.
Key Insights
The following highlights are derived directly from the most recent available data in this dataset using standardized calculations. Metrics reflect published TDSP delivery charges and are computed from the underlying effective-rate time series. Unless otherwise noted, figures refer to the most recent effective rate date. These highlights provide a concise snapshot of current Texas delivery charges by TDSP.
Most recent TDSP delivery charges (effective November 1, 2025): Oncor 5.60¢/kWh, CenterPoint 5.90¢/kWh, AEP Texas Central 6.10¢/kWh, AEP Texas North 5.94¢/kWh, and TNMP 7.21¢/kWh.
Highest delivery charge among TDSPs: Texas New Mexico Power (TNMP) at 7.21¢/kWh.
Range of delivery charges: TDSP fees span approximately 1.61¢/kWh between the lowest (Oncor) and highest (TNMP) charges.
